what would cause the fuel pump not to turn on at first and no spark im not even getting a voltage at the coil

no spark and the fuel pump doent turn on at first. tested the pump it works even with the bypass wire. new dist., new oil pressure switch

no the check engine light does not come on and checked the fuses all are good. I am not getting 12 volts at the coil shouldnt i get that even if the computer is bad
