1996 Chevy not starting

I have a 1996 Chevy just bought it from a
guy that had a for a while and he started it
up one day and he heard a blowing noise
and you open the hood and realize that the
plastic of the intake was blown to pieces so
he went and replace the spider injection and
the lower and upper plenum intake and then
he left it like that cuz it wouldn't start so I
check the fuel PSI its at 60 I check the relays
and the security everything looks to be ok so
what's the issue
