Front brakes locking up

Front brakes keep locking up after
I change the wheel cylinders put
new pads on they still locking up
does anyone have a solution

On the front there is a brake hose that runs to the caliper. The brake hose is know to deteriorate on the inside only to allow the brake fluid to flow in one direction, the direction when you step on the brake. If you crack open a bleeder the caliper should release so you can turn the rotor, this would verifying the hose is bad.
