dash lights keep blowing fuse replaced dimmer controll still blowing. why?

the fuse will hold for only a few minutes sometimes up to an hour

I'd check the wires leading to head and tail lights to see if any are missing a little insulation. Recently had the back up lights in my Buick causing a fuse to go because of that. Almost replaced the transmission before a mechanic found the short.
