Tilt steering and t roof locks not working

‘91 RS Camaro. Tilt not working  lever moves but does not seem to be
engaging. Have proper key for roof lock and turned it to unlock position but
lever does not unlock glass. Stumpt. Just replaced battery as other one was
stone dead
