Two possibilities: One of the pistons is sickly or there is a leek in the hoses that feeds the oil to the pistons thus oil level is too low to permit pistons to raise/lower roof.

a third possibility.... the top trunk liner is also what the obstruction sensor detects. the liner is in 3 parts: a soft, non-backed portion that is to the rear of the trunk and hangs down somewhat AND two hard-backed portions that are hinged together. if the backed portions are inverted in the up position the position sensor thinks there is an obstruction when there is nothing. there is a good youtube video describing this situation. (saab 93 convertible top part V). try to pull the hinged portion down. if that doesnt work push the non-backed portion forward and up, then bring the whole thing back down (including the backed portions) until they are essentially level in the trunk
