2003 Jaguar S-type 3.0 OBD Issues

- Looking for direction or help regarding connectivity. The issue I'm having is
when connecting a portable scan tool (Cen-tech model 60694) the scan tool
cannot communicate with the car, offering no data or ability to read/clear
codes. Also, when attempting to connect to a NYS computer for inspection,
there is voltage and signal but unable to communicate as well. However,
when connecting to my SNAP-ON Verus Edge, the snap on tool is able to
read live data, clear codes, and enable functional tests. Having trouble
getting inspected due to the state connectivity. Please advise. Also, this is
the first time posting on the forums so let me know if the post should be
elsewhere. Thanks!

when I use my OBD scanner on my '01 S Type, I have to select " Ford " as the vehicle make because Ford owned Jaguar at that time and it has a Lincoln engine and I assume on board diagnostics that match Ford. When I select Jaguar as the make, it won't read anything.
