gas tank issue

i have an 07 kia spectra with180k miles. I cannot fill the tank with gas all the way because if I do the car tends to hesitate a lot. Do you know what would be causing this? And I've tried with different gas stations too.

Your EVAP charcoal canister may not be being purged properly and is saturated with liquid gasoline, and when the intake vacuum tries to purge it, it's running way rich. So: Do you have any black smoke from tailpipe upon startup, and is your CEL on? Maybe the EVAP purge valve
no black smoke, the only code i get is P420 for my catalyst converter, which im just going to clean first.
My evalve has a hole in it how can i get it fixed order that part evap flow of my gas fuel when I put gas in it doesn't crank what can I do

It's a KIA design flaw, I changed my charcoal canister and It still happened. Looked into it further and found out its a factory design flaw and no recall has been issued. I have an a2007 SX so I don't fill all the way.
Looking for location of vapor canister on my 2008 kia spectra.
