If theres no throttle cable then its "drive by wire" which means theres a potentiometer (kind of like a rheostat) on the throttle pedal that sends a signal to a stepper motor on the throttle body which opens and closes the throttle blade. You may want to look up the procedure for checking this on a toyota forum, but basically you need to verify that a signal is being sent from the pedal assembly to the stepper motor, and that the motor is turning the throttle. Its very similar to testing a regular throttle position sensor.
