how do i get my rear wiper to make good contact with the glass

there is usually a stiff spring in the wiper arm itself that is designed to do that. maybe it has failed. you might need a new one.

Hi the pivot point on the wiper arm has rusted up ...// you can take the arm off (held on by a 13mm nut) and soak it with PB blast or WD 40 or some other penetrating oil and free it up ...or you will have to buy a new arm

Installing a new wiper blade will help in addition to the above suggestion.
