Put a new wiper on rear of my 2006 town and country. When i turn it on it moves off the glass.what is my option to fix?

1999 Chrysler Town & country rear wiper doesn't work, the switch does light. Someone said remove 15amp IOD fuse for 2 min. That was for a 2001. I can't locate that fuse in a 1999.
