2003 Toyota Camry XLE Radiator fans won't work unless the AC is on

The fans for the Radiator will not turn on
and it has over heated once or twice due
to the AC not being on at the same time. I
would like to know how I could fix it an
where

rad fan relay and fuse has to be good for starters,, the water temp sensor must send a proper signal to pcm , then you always can like many do is catch a hot when key in run position wire, and jump in to it and jump in to the fan feed wire and it will run always hot or cold as long as key is on run position , seen them go years like this myself
