I am only getting luke warm air out of my heater.  Does the blend door on the drivers side control the temperature and can the actuator be bad and not make any noise?  2004 explorer EB with climate control with dual zone.

Blend door will mix hot air with ambient temp air to achieve a cooler air temp. If door only partially closes, air temp will be reduced.
