My guess is the ignition switch since you can start it by putting power to the solenoid. If you hook a multimeter to the solenoid postive and ground to the body of the starter and turn the ignition switch, it should read 12 volts. If it doesn't then it's either the ignition switch, neutral safety switch, or some relay.

I already tried the ignition switch all the relays fuses pretty much everything I was wondering if we could be the starter since I'm jumping it with the positive in the negative

Doubtful the starter is the problem. As ytlas asked, are you getting twelve volts to the starter when the key is turned? If not begin checking backward.

Ive got an 03 mountainer 4.6 liter, and it only starts after I cycle the ignition, or if I crank on it for a good minute... So I thought electrical and starter!!! Got to looking followed the wiring fromthe stater and right by the oil drip catch and the oil filter the relay wire was rubbing on the oil catch..... Anyway it rubbed it raw, so it's not getting the amps it needs to start, haven't fixed it yet so don't know what its going to take, but I hope this helps!!!!!!!

Sounds like the solenoid is bad. Have someone turn the key to the start position and see if power is being supplied to the starter.
