03 ford explorer xlt... The idel is up and
down sometimes even dies. When going up
a hill you can smell the catalytic converter. It
don't seem to have the power unless I step
on the gas. Could my catalytic converter be
plugged? Or what else could it be?

Clean the throttle body with throttle body cleaner ONLY. Remove the IACV, clean, and check for proper operation. The net should have a ton of how to videos on the subject
