Can not get fuel back to the top of injectors

I went to change my fuel filter on my 03 Chevy
Tahoe 5.3 L59 Z vin. I did disconnect my battery
But forgot about pulling the fuel pump relay before
starting an also didn’t let the pressure off the line
before starting. I got the filter changed the fuel
pump is definitely kicking on when I prime the line
but no fuel to the top rail. If it’s air locked is it better
to cycle the key off an on. Or leaving the key on
while holding the valve open on the fuel rail?
