Why high rpm when driving over 20 mph

When I'm driving between 20band 30 mph my rpm
spike to between 3500 to 4500 and I have to
decelerate and accelerate so it can shift but when
it shifts the rpm stay high at 40 mph my rpm are at
3000 to 3500 can anybody help me with this issue
maybe you had a similar problem. TIA

Transmission, check fluid , but problem probley much worse .. toque converter , clutch’s.
