Heated Seats 2006 4Runner

My 4Runner has heated leather seats. They have quit working, but my Toyota dealer said they didn't come with heated seats. Is this true?

I have had two 4 Runners both Limited editions with heated seats, seats were leather and the the control was two roll type switches, one for driver side and one for passenger side. You should see these right in front of the center console.

I know where the knobs to turn on the heated seats are. My question is it's not heating up on low, on high it's only 95 degrees. What temp is high supposed to be and what is the low supposed to be?
