No brakes when in park

I've got a 2003 Outback and it's got no brakes when the car is in park. The
brakes work fine when I'm driving but I have to use the emergency brake to
stop it from rolling downhill every time I get out of the car and a set of chocks
when I'm parking on an incline. I'd like to fix this myself but totally unsure of
what to look at first.

The parking pawl may be broken or it is not engaging. Take it to a transmission shop.
