Is there a gasket kit you have to replace when replacing a heater core? Beside a coolant gasket kit...

I had a heater core replaced by a mechanic shop that charges for things they didn't do. Long story short
my  heater kicked ass I took it to get a new heater put in it. Well not only does the car blow cold
air?,but they charged me for 2 gasket kits. I know 1 is for the coolant,had air done also,I have no idea
why I was charged for 2 gaskets kits.Does anyone know if there are 2 to replace when doing a heater
core and the air?
