Dash lights went out, fuse 18 keeps blowing, yet the instrument cluster works...

Hello, Im a US Marine and dont know alot about automotive but Im not completly numb... My father in-laws 2003 4x4 dodge pick has been blowing fuse #18 which when blown or removed the dash lights go out... the Instrument cluster still works but no dash lights.... put in a fuse an watch her blow... disconect the battery replace the fuse reattach battery and it blows.....Sounds like a short to me... Are the lights built into the instrument cluster... he was told he needs to buy a whole new cluster to solve the problem.... over $800 dollars at the dealership..... this sound like a scam....

another way to solve this, (this was my problem) my dodge done the same thing, i have alot of accesory lights all over my truck, and stupid me left a bare HOT wire hangin around and (while i had my lights on) that wire would hit a part of the frame and blow my dash lights and marker lights, (same fuse) so when i realized that was the problem i just fixed that wire and solved my problem, now not being there to help you with this, the best i can do is tell you to look at all your wires that run your lights, from headlights to tail lights, you might just get lucky and have the same problem as me

Its the wiring harness that runs down the steering column.there is a recall for that harness for the blower motor but also fixed my airbag light and dashlights. It gets broken from the tilt steering and causes all kinds of problems
