AT will not stay locked in tow/haul mode and o/d off always upshifts after 10 mins. min.

07 Ram hemi auto. trans will not stay in tow haul and or o/d off. The trans.
always up shifts in tow haul mode. I am scared to pull my trailer as we live in
the mountains and need the lower gear.. At 60mph the rpm is was 1600 new
in cruising,now it is 1900. I can get it down to 1600 if I shift  to N and back to D.
There are no codes or anything, just will not say in tow mode. Thanks, Clint

I push tow/haul and it will lock in for a few minutes and then up shift. There is no way to lock in in.
