Why the Head Lights on my 2007 Chevy Van Express work on high beam only? ..

My 2007 Chevy Cargo Van Express works ONLY on high beam. Do you think its the relay
for the low beam?

first check the globes, a voltage spike can blow the filaments

Check the bulbs. If they are good, check to see if you have power to the low beams. Are they suppose to be on along with the high beam lights? And if so, are they on? Are they also the day time running lights only with a lower voltage? Do they work? Fuse good?
