What is this small black button on the dash, which you can push in or turn?

I thought maybe it's to reset the Trip Meter.

I figured it out. When you push in and turn it switches between miles & kms. There is no trip meter. Next, I'm trying to figure out the lights. It looks like maybe: Parking lights, Off, Headlights, High Beams?

Also, there is a symbol I don't know: (!) It's to the right of the right blinker arrow.
