Right headlights won't work

The problem i am having is the neither
low or high beam lights will not work on
the right side, but they both work on the
left side. I have already installed a new
wiring harness, still won't work. Any
suggestions

Yes, I have done that. I was recommended to check the relays but not sure how I would check them to see if they are still workinh

Your owners manual will tell you where they are. If there is one for each headlight or another identical one for some other function in the car you should be able to just swap them to see if that takes care of the problem. Also see if there is power making it all the way to the headlight assembly or not. That will tell you if the problem is simply in the "socket" or if its further upstream from the wiring harness. Just noticed today I've lost a headlight on my Cobalt, so I may be having the same problem. Too cold here to check so for now I'm just one eyed.
