Just from your description, sounds like the transmission has went almost totally bye bye, trouble refilling could be a bad vent in the vapor control system, or someone has shoved something into the fill hose. However it is a very old and defunct vehicle, it might not be worth the money it will cost to repair it.

Check the transmission fluid level. If it's low, fill it to the proper level. If that's not the problem, as Gene said, you're looking at an expensive transmission repair that might not be worth it on a 16 year old vehicle. The vent valve for the gas tank is almost definitely stuck closed which is the code you're getting and the reason for the trouble at the gas station. Jim
