what are the best cars on gas milage?

This depends on what you want. A Forester or Outback will get economy in the mid to high 20's. If you want 40+ mpg look at a Prius. If you want AWD your choice is a lot more limited.
Do you want overall economy or just good fuel economy? A hybrid is an expensive way to get "economy". A cheaper car with a little lower fuel economy might be cheaper overall. Do the math!

FOR is correct, in that at these cheap fuel prices hybrids will have a hard time being amortized. FYI modern Legacy/OB 2.5i get 28mpg all around, easily topping 35mpg hwy with a super-efficient CVT. The 2.4t dances less well with the trans, while dropping 3mpg. Imps and Foresters get you no improvement, as the 2.0i is a dog, and the For is crude by comparison with the domestic Leg/OB. (Disclaimer: I sell modified 2016-2019 Leg/OB 2.5i in the Boston area.) If you want a smaller pkg I'd look at CX30 or even Soul as a wild card.
