Knocking sound inside rear wheel wheel cover.

Knocking starts when ignition is turned on but engine is not operating. The knocking can be heard in 14 knocking sound increments. The A/C system is not on and the knocking is still present when ignition is engaged in auxiliary position. What can that knocking sound be.

It happened to me 3 times and it was a motor in the back of the Expedition. They had to take out the back passenger side panel to replace this motor. Had something to do with the heater.
