Two ways to sound horn, one way is security system or fob. The other way, by the horn switch on the steering wheel. At the moment, I think the problem is the horn switch or the wiring in steering column, clockspring? There are safety issues concerning the steering wheel--or column, because of the air bag in steering wheel, where applicable. Safety is your responsibility, you don't want that airbag blowing up in your face.

The horn switch is the action of the steering wheel pad's metal frame pressing into the metal frame of the steering wheel. The electric is grounded (common side of the battery) when the dimples on back of the pad frame make contact with the little copper contacts in the steering wheel frame. Be careful when taking the pad frame out because it has two springs behind the frame. Check the contact surfaces for corrosion and clean with steel wool and rubbing alcohol. If the copper contacts looked worn (below the surface of the steering wheel frame) then you may need to remove the steering wheel and drill the contacts out and press new ones in. I couldn't find any specifications for how far the copper contacts stick out of the steering wheel frame. Good luck
