I was told by the dealer that because my engine light is on I need the acuator changed. I have a bad catalytic converter, that would not affect the engine light?

If the cat warranty is from the same place that told you you needed an "acuator" also replaced, I would not go back to them after they change the cat. "Kelly" is right. Change the cat and see if that kills the light for you before doing anything else.
