08 Hyundai Elantra heating problem

my 08 elentra heat blowing cold air when it stops
the when you drive it gets hot I replaced  water
pump car has no Leake what could it be

put car on ramps and fill car's radiator with antifreeze, will not fill on flat ground, put car on ramps with engine running and radiator cap off turn heat on full blast then fill to all air bubbles are gone..
