Question type: Maintenance & Repair

I have monitored temp, but not consistent. I maintain a full radiator. Tried with vaious temp dial settings. Same "delay" happens with AC. When it does engage, it blows and heats/cools great, just can't get it to "start" when I want?

sounds like the control panell is shorting out or is bad,or it has a bad resistor, whitch controls fan speed and if bad will not come on eather.1 of the 2 is the problem.
