2008 Amanti heater blower is not working. I have replaced the blower. Voltage at the blower is about 6 or 7 volts with the engine running and about 10 volts with the engine off. The 40amp fuse under the hood tests good. When I hook 12V directly to the new blower it runs. What do I need to do to get the blower running?

Blower relay or resister they should be on or near it (housing).
