no#4 rocker

I have 2008 Honda Accord code misfire cylinder #4 My mechanic replaced timing chain, tensioner belt, spark plugs coils, code still appears, took it to honda dealer and they said the no#4 rocker was on the wrong side of the camshaft, my mechanic is saying he did not touch that.......My question is if he replaced parts I listed would he have to touch the rocker, I know nothing about cars so please excuse my wording.  Thanks.

No he would not be around the rockers with the work he did. Unless he took the valve cover off to check #4 cam lobe and rocker. But he should have focused on #4 cylinder and not replaced the timing chain unless you have 200,000 miles on it or belt tensioner unless you were having a belt noise. So yes he may have been in it and charged you for work that didn't need to be done. Did he show you all the old parts? He may not have even replaced the parts he said he did.
