2008 Navigator not going over 2500 rpm when parked

2008,Lincoln Navigator  when parked engine not rev up more than
2,000-2,500 rpm and them seems to fade.    Also some whining sounds
just started when driving

As for the whining sound check the radiator fan. It maybe lose.

Thanks guys for answers. I was reving up engine to hear whining sound. Was wondering if Trans or Power Steering.
