Brake lights not working unless brake pedal is pressed

I have a 2008 Prius and I have a small safety
concern. My tail lights are not illuminated at all
unless the brake pedal is pressed, even when my
lights are on. They used to work just fine, so I am
not sure what the issue is. Kinda irritating when
other drivers flash their headlights at me from
behind thinking my lights aren't on. Please help!

After some fiddling and adjusting, I figured out that my running tail lights were not working because their wires were kinked funny. The bulbs weren't burned out like I originally thought. The wires are now set in positions where they should work fine. Thanks for your help!
