Have a 08 dodger charger will not start and i
changed the starter relay still nothing , dash lights
up  and tried to jump start none happen

Check the battery. I had to replace mine recently. It's amazing what a new one can do.

I tried to charge the battery its not doing anything but my cel is putting out this code P0562 ( system voltage low
