Yes. But laws are different in every State, and the parts have to be approved beforehand by that State. Calif has some of the strictest standards, and Wyoming has no emissions laws at all. Ca for example does not allow CAI, California and CARB (California Air Resources Board) have established an anti-tampering law, Vehicle Code Section 27156 (VC 27156). The act of adding any aftermarket part, including a cold air intake, is considered an act of tampering with a smog-controlled engine.
