Why a used car at a dealership has no license plates

I saw a used vehicle being sold by a dealer but what I'm not clear on is what
could have happened to the license plates?

It’s a thing they are doing for the state to get some more money from you. Also a lot of used vehicles are auction units so the plates are destroyed before the rig goes up for auction.
