My car wont start, due to the very cold weather in WI

My car is a 2008 Honda Civic EX model. I actually just bought the car from a dealership from Chevy (from their used inventory). I have been using this little portable car battery charger, and it works great. But when it gets colder, it'll have trouble starting, even with the battery charger. But right now its not starting, and we tried to jump start it, and when I try to start it, it makes these clicking sounds. Does anyone know the problem?? I dont want to be stuck starting my car with a charger for the next winter...

Before you ask battery, I have actually had it checked out at O'Reilly, they said the battery still has a good charge.
