What is the law in Arkansas for broken seat belts

They were supposed to have fixed it but it
was not working after I got it I called and
told the owner of the car lot and he was
going to order another one from amazon.
But when I called him back  almost 3
weeks later he will not answer to me or call
me back... so I talked to the man that told
me it was fixed when I drove it off the lot ...
and told me he would have the owner call
me... They did not fix it or anything else
they agreed to do... The car took some
impact in the front. But they told me it
wasn't wrecked . The windshield was
broke they fixed that the latch wad not
right . The hood wouldn't close. They
agreed to fix that. They didn't fix that
either.. I had to get someone to fix it for
me... and the air bags were deployed..
They put the passenger side back in. But
said they wouldn't fix the passenger air
bag. .They put a piece of vynal over it...
And all I'm asking is to fix the seat belt
right... I'm in a. Dry unsafe car... We made
an agreement and I signed the papers so
they would fix it. And put 2400 down till the
car was fixed with what we agreed to...
And paid the Balance when I picked up the
car .... But now their using the as is
warranty against me.... what do I do....
