Why does the AC overheat the car engine and AC fan in engine compartment does not come on?

Engine overheats when driving in town with AC on.  AC fan in engine compartment does not kick in. Checked voltage at red wire on fan connection and got 13 volts so no fuse blown. AC also takes a while to get cold when you are first starting out and does not blow cool when sitting idling

If you have voltage on the fan it should come on. Sounds like it might be time to change the fan motor.
