Loose steering wheel

While I was driving to work I noticed my steering
wheel would just move up and down freely I tried
relocating it in place becomes it has tilt steering
but it did nothing. After I got to work I looked on
the floor of the car an there was a really long bolt
laying there. Could this have anything to do with
the tilt steering not locking in place? The bolt is
about 6 to 7 inches long. But I didn't have time to
see where it goes because I had to clock into work.
I'm currently still at work I work night shift. The
power steering still works fine just the steering
wheel moves up and down freely. Like if I push on
the steering wheel it will go all the way up an if I
take pressure off of it it will go back down to the
lowest position of the tilt steering. Can any one
help me figure out where this bolt goes to?

Linkage in steering column that lock,s steering wheel has came loose or damage,
