car hesitates to speed up... stays at one speed limit no matter how hard you press on the gas, gradually picks up speed slowly then eventually loses speed... then ESC ,SERVICE TRACTION, ENGINE POWER REDUCED POPS UP ... I have a 2009 Malibu LS

Are there any codes ?check engine light on .maybe break problem or tps sensor.
Having only your description to go from, my first question would be has the fuel and air filters been changed? Have you checked the level of the transmission fluid? When the vehicle is running, do you hear any high-pitched squeals or sounds of rushing air that are coming from areas away from the radiator cooling fan? In my area, there are many vehicle repair and parts facilities that will connect a scanner to the OnBoard Diagnostics (OBD II) port and read the codes stored by the car's computer.
check engine light is on... got it tested at autozone and a dealership which said it was two sensors... the car is not making any sounds. when I press on the gas it does make a vroom vroom sound like a charger(car) would make. one person suggested the iisue might be a catylic converter. another said tune up and new wires and the third person said the sensors which I know the sensors is one problem. but I'm thinking there's also another issue?
my mechanic also suggested what @Bender0013 said about Brake problems

Air intake manifold needs to be replaced. Had the same problem with my car.
