Never bought a car or even have my lisence yet but can you buy a car without your license or insurance just to pay it off before you obtain insurance for it .? Cause i have heard insurance is way more when you have a loan to pay off

You can buy a car from an individual without a license or insurance. You might be able to do the same at a dealer. In both cases you probably need to pay cash because without insurance they would not finance it.

TXbarney is right for the most part, dealerships will allow you to purchase without license too. You'll just probably need two proofs of residence, call before you go through the trouble. But I would recommend you get insurance, there are policies made just for situations like yours. Ask your agent for a quote.
