Well, first I'm going to guess you already checked the tail lamp bulbs to make sure the filaments aren't broken. There are two filaments in the bulb. One for illumination and one for brake and turn signal. If it is true that the filaments are not broken, then it's likely to be a faulty headlamp switch. The only other item I can think of is a bad ground.

same problem here, changed bulbs and fuse.. both didn't change the fact my taillights have no power.. but work when braking and blinkers... cant figure it out and the grounds seem connected just fine

headlights work but the yellow lights don't stay lit tho... perhaps that can help troubleshoot this?
