one fan in my scape is not running driver side. Can I use the A/C without any future problems? and why two fans

With the demand of the A.C. compressor the engine needs more cooling capacity. The cooling fans have high and low speed relays, each has a fuse that powers it, check the fuse and relay for the high side, see diagram

one fan is a "Primary cooling fan" this fan comes on to cool the engine when the engine gets hot. the coolant temp sensor signals the pcm to turn it on. the other one is the "secondary cooling fan" it comes on to provide extra cooling when you run the a/c. If one of them is not running, check the fuses and relays associated with them. if it is your primary fan, the ect, or engine coolant temp sensor could be bad.
My relays and fuses check good and I have voltage getting to the secondary fan but it's not coming on. Is the ground lead switched anywhere?

If you have voltage getting to the fan and it is not coming on, then the fan is likely bad. Unplug it and jumper wire directly to the fan from the battery and see if it comes on. If not the fan itself is bad.
