Dashboard lighting turn on/off when ignition turned on/off?

2009 VW New Beetle S:  Granddaughter recently bought nice one (dealer
certified) but are dash lights supposed to go on/off with ignition? I got to drive
it yesterday during the day and could barely make out odometer area or radio
screen.  She said they go on in evening when she turns on headlights.  Hard
to believe dashboard lights comply only with headlights.  Is my concern valid?

VALID INDEED, MUST COM ON WHEN IGNITION IS TURN TO THE ON PISITION

this is a comman feature with the cars i have a 2012 they will glow slightly bright then dim down til lyou can barely see them. Then the light knob will turn them all on. If they do not light up thats when you worry
