I have a 2000 vw beetle at first it was a icon that showed a car with a key in it but that when off now the bug just will not start and the key when turned over will not return

You have a busted ignition If the key does not return something is most likely broken loose which probably in turn snapped the ignition security wiring or safety lock. Take it to a vw specialist shop to get it fixed should take maybe 2-4 hrs to fix the issue,
