I have a 1973 Beetle(not a super) I have replaced the starter and the battery, the motor turns over by hand but when I try the key all it does is click

engine wont start, motor turns over but wont start just clicks, has a new starter and

Did you change the starter bushing? Used the standard transmission starter and not the automatic? Have the wires hooked up to the right side? If yes then you may need a starter relay or a new ignition switch. You can test that by jumping the starter with a screw driver. If the starter turns the motor over but it won't start then make sure all the wires are hooked up to the battery and the fuses are good.
